Curtis Hill Vision

In 2002 Curtis Hill outlined his vision for the Office of the Prosecuting Attorney. Today, it has become a working "blueprint" for the office providing a safer, stronger community for citizens of Elkhart County.

Most of Hill's initial plan has been realized with the first 3 years of his taking office. Other aspects of the plan are in the works and Hill is constantly adding to the vision of the office, looking forward and identifying areas where the Office of the Prosecuting Attorney will have the highest impact.

12-Point Plan

  1. Full-time prosecution team – We transitioned from “part-time” to a full-time core of prosecutors and support staff armed with the right technology and the right resources to aggressively fight crime.

  2. Prosecutor Training Program – We initiated a prosecutor training program to develop the most prepared, the most skilled, the most tenacious, the most respected, and the most successful team of trial prosecutors in the State of Indiana.

  3. Countywide Law Enforcement Team – We initiated a partnership with the Bristol, Elkhart, Goshen, Middlebury, Millersburg, Nappanee, and Wakarusa Police Departments, along with the Elkhart County Sheriff’s Department and the Indiana State Police, creating one countywide law enforcement team unified in countywide law enforcement objectives.

  4. Put the “Child” back in Child Support – We put the “child” back in “child support” by reorganizing our child support division and giving the pursuit of “deadbeat dads” (and moms!) the priority it deserves. Children will always be first.

  5. Special Crimes Division – We will initiate a special crimes division within the Prosecutor’s office with specialized training and devoted to the investigation and resolution of murder in Elkhart County.

  6. Anti-Drug Policy and Strategy – We initiated and enforce a simple and straightforward anti-drug policy: the complete elimination of illegal drug sales, manufacture, and use in Elkhart County. We will reorganize our “countywide” anti-drug strategy and attack illegal drugs with full force.

  7. Countywide Intelligence Network – We initiated and maintain within the Prosecutor’s Office, a countywide intelligence database serving as the intelligence network for identifying, tracking, and arresting drug dealers, gang bangers, and other organized criminals operating within Elkhart County.

  8. Crimes Against Children – We will initiate a special team of prosecutors and support staff dedicated to and specialized in the investigation and prosecution of any and all crimes against our most precious resource – our children.

  9. Juvenile Crime – We will commit the resources of our office to examine the continuing explosion of juvenile crime and offenders, and work with community wide programs aimed at preventing youthful offenders as well as rehabilitating them.

  10. Judiciary Meetings – We initiated regular meetings with the Elkhart County judges to develop and maintain efficiency and responsiveness in our local criminal justice system.

  11. Pre-trial Diversion Program – We initiated a pre-trial diversion program for infractions and certain nonviolent misdemeanor offenders which will allow for the reallocation of limited prosecutor resources where it is most needed.

  12. State/Federal Grants – We have aggressively pursued state and federal grants and other funding sources which will allow us to strengthen our resolve against drugs, gangs, juvenile offenders, and other violent crimes which continue to plague our community.
